SBS Server 2003 TCP/IP

2003 SBS Server R2 When we first boot we get a tcp/ip error. After that all services that depend on the IIS admin service will not start. We ran the wizard through SBS and also did the reset TCP/IP command but neither have worked. We can get out to the internet though. Whenever we try to start the IIS Admin service it gives an error of the system cannot find the specified file. Any ideas on how we can fix this?

Please write down and then provide here the exact TCP/IP error you see on boot *and* the error regarding the missing file. Specificity is required to troubleshoot this kind of problem.

No more TCP/IP Error. The IIS error is "IIS Admin Service Terminated." Event ID 7023

There might be an executable file that is trying to run from a remote location. If that is prevented, It might be Internet explorer enhanced security. If so, the error will look just like this:

Also, remember a firewall can block the listening ports for this as well.
