Exchange : SBS2003/Outlook 2007 - Meeting Requests Delayed Delivery

I have a client with a small network 15 users.  Running SBS 2003, and XP Pro - Outlook 2007 on the desktop.  

When my users try to send a meeting request to a recipient outside of our organization, the system tries to deliver the meeting request message to the recipient, but for some reason it cannot be delivered, so they get a delayed delivery notification.  After several days, they get a cannot be delivered message.

If they send an email to the same recipient outside of our organization, it works fine.

If they send a meeting request to someone within our organization, it works fine.

I came across this KB article (http://support.microsoft.com/kb/938650) but was hesitant to apply the patch since it did not reference SBS 2003.

Any help would be appreciated.

Do you know what type of mail system the company has that you are having problems sending to?

No I am not sure what email server(s) are on the other end.

This happens across multiple companies that we tried to send meeting notices to.  Not all of them, but more than one, and yes they are from different domains (i.e. Not 1 company with 3 geographically dispersed offices).

It looks like something is replacing the @ symbol with +AEA-, which I have never seen before.

Possibly something to do with regional settings.

Have you increased the Diagnostic logging as per the article to see if you get any useful events logged?

I will increase the diagnostic logging in the transport and post any results that appear to be relevant.

This is what I am seeing in the Application Log after I turned up the diagnostic logging.

7010 / "504 Need To Authenticate First" Seems to be the problem.
