Connecting FIA (Fuel Injection Air) Control Valve hose on 99 Civic EX stock intake

Title pretty much says it all. I'm not really sure how to connect the FIA Control Valve hose to the stock intake. The hose is too small to wrap around the whole opening, but too big to stick it inside the whole. Am I missing something?

It should look like the pic attached (the part in red)

You may be missing the Fuel Injector Air (FIA) Control Valve.

No, the valve is there. Always has been. The problem is connecting the hose to the intake, not to the actual valve itself.
Edit:
You may be missing the Fuel Injector Air (FIA) Control Valves pipe / connection.

I'm pretty sure the pipe is there (i've been referring to it as a hose)

I've attached 3 images of my actual connection. There are two that show where the pipe/hose should be connected, but isn't...
