RunAS disbaled unwillingly!

Hey everyone, my co-woker is up to no good and has remotely made it impossible to use runAS command. Whenever I try to run any program, whether it be cmd,iexplorer,notepad, anything executable I get a Access is Denied:The service is already running. I try to close it in task mgr but it says "this is a critical system process, cannot close".

Or I will get this error msg. "1058-The service cannot be started because one or more of its dependancies are not running." And this msg will display whether or not im trying to start a service, or if im trying to run an application. Basically I cannot do anything as another user or my admin account on the local Workstation, because of these errors. I think there is a registry value that can be edited to remove run as from the right click menu, but, without being able to open anything as admin I cant make the necessary changes.
