Windows 2003 server keeps failing on same 3 updates

These 3 updates listed below keep failing when running windows update on a 2003 server.  I have tried removing an update from add remove programs to see if I could get any updates to work, and was able to reinstall that update just fine.  I dont know if this has anything to do with it or not but I also noticed if i click on manage from right clickin on my computer then clicking on manage, then clicking on services, I get an error stating that mmc.exe has a problem and that it cant find msvc71.dll.  I am unable to figure out why that is happening as well.  Also (not sure if related) when i try to restart the server I have to click restart twice to get it to reboot, the first attempt seems to do absolutely nothing.  I have also tried every resolution from this microsoft site: http://support.microsoft.com/kb/822798

Please give us the error code.
Are there any logs in Application

when i do the automatic update, there are no error codes, it just says failed.  When i look at the event log, I just see the same thing that the event failed.. I will get you that error code after i log back into the server.

 / Automatic Updates
 / Event Log
 / WMI
 / WMI instrumentation
/ Windows Installer services running

start>run>cmd
services.msc

Please verify that all of the above services are running and set to automatic.

all these services are started.. the BITS one was not though. I did set to automatic and start manuall and tried the updates again with no success.

I figured out the msvcp71.dll issue.. I just had to copy that file from another windows 2003 server to the system32 folder on the affected server.  I am still having problems getting those 3 updates to install.  Please advise.

go to start>run>cmd

type
%windir%\Windowsupdate.log

save that file on your desktop and upload it here please.

Case was opened on 6/12.

Try this and see if it works

STEP-1
Clean-up temp folders

start> run > cmd

type cd %tmp%
then del *.* /f/s/q

then go to c:\windows\temp
Delete everything there

STEP-2
a) If you are running any antivirus software temporarily disable it.

go to start > run > services.msc
Right click on service and click stop
Then change properties and set it to disable.

This is applicable for Norton / Trendmicro  or anything else.

STEP-3
a) go here and update your windows installer

Download and install that.

b) Then try installing the updates using stand-alone download mode
Save update on computer and then install by double-clicking on it.
