The restore CD will be the only way, if there is one.

I have received 2nd hand laptop with clean hard drive and no restore CD.
I can tell you one way if you can borrow a laptop just like your own.

The way is that you use a ghost program fx. Norton ghost, and then you can make a disk clone from the laptop harddisk you borrow to your laptops harddisk. To do that you need a USB harddisk adaper.fx this:http://www.amazon.com/USB-2-0-SATA-5-25-Adapter/dp/B000J2GUS0

It's a good idea but dont have any laptop to borrow...
Did the space the deleted partition use on the disk get reallocated to another partition?

Yes, it seems like. I was thinking to restore deleted partition but all attempts I made failed. I have done data restore in the past but this one was difficult. Hence question "recreate"...
If the partition was reallocated then it would have gotten written over and you are out of luck.
Recovery only works when you have data that is physically on the disk but for some reason or another is no longer addressable.  Such as what happens when you lose the FAT table or delete a partition and immediately attempt to recover it before more data is written to the drive.  You can't re-create(recover) data from nothing.

That's right. Hence I was unsuccessful.

Any idea how to recreate that partition?
I don't understand how you expect to recreate it.  You have nothing to recreate it from.  No amount of recovery software will recover something from nothing.  I think you are out of luck here.

Have a look of the link below.

The hidden recovery partition is created by the Lenovo utility called "Rescue and Recovery 3.0".
