There is no problem or issues with doing this.  I run 64-bit Vista and Windows 7 and run 32-bit office with no issues.
No problem by Office 32bit in Windows 7 64 bit

You can run Microsoft Office (32-bit) in a 64-bit Windows OS. The activation problem typically occurs for a few reasons which can be found at Microsoft's website here: http://support.microsoft.com/kb/903275

Try telephone activation, this will typically resolve any activation issues. If it does not you should contact whom ever sold you the Office installation disc/cd-key.

Put simply, there is NO VERSION of Office 2007 that is 64 bit in itself.  All Office 2007 products are 32 bit ONLY.  The first version of Office to have a 64 bit version is Office 2010 which, if I'm not mistaken, was released to General Availability sometime within the past week.

So, aside from the fact that I've used most of them, all versions of Office 2007 are 64 bit compatible - because they are complete 32 bit applications and Windows XP/Vista/7 x64 support 32 bit applications and if they didn't, then you wouldn't be able to easily run Office on an x64 system.

If you are having activation issues, I suggest you follow rootjd's advice and review the link he posted and try telephone activation if necessary.

It is probably still down for maintenance. Use the 'Telephone activation' method to activate the product.

Is there a reason you do not want to make a telephone call?

Here are the telephone activation instructions from Microsofts website: http://office.microsoft.com/en-us/sharepoint-designer-help/activate-microsoft-office-programs-HA001233434.aspx#BM2

    *  Activate by using the telephone     You can telephone an Activation Center and activate your product with the help of a customer service representative.

Important   Telephone contact numbers vary by license and country/region. In step 2 of the Activation Wizard, use the number provided to call the Microsoft Activation Center. Activation Center telephone numbers are not listed in this article because the correct number for you is based on several factors. Microsoft software can be obtained under various licenses, including individual retail licenses, original equipment manufacturer (OEM) licenses, and volume licenses, so it is important that you use the number indicated by the Activation Wizard.

Telephone activation might take longer than activation through the Internet. You should be at your computer when you call, and you should have your software Product Key available.

   1. In the Activation Wizard, select the country/region where you reside and where you plan to use the product.

The wizard provides one or more telephone numbers appropriate for your selection. Use the number provided on your Activation Wizard screen to call the Microsoft Activation Center.

   2. Call the Activation Center.

The customer service representative asks you for your installation ID (displayed on your screen) and other relevant information. After your installation ID is verified, you receive a confirmation ID.

   3. In the Activation Wizard, type the confirmation ID in the spaces provided at the bottom of the screen, and then press ENTER.

 Notes

    * Telephone activation is not available for Trial and Subscription versions.
    * Microsoft Text Telephone (TT/TTY) services are available for individuals who are deaf or hard of hearing. In the United States, using a TT/TTY modem, dial (800) 718-1599. From outside the United States, using a TT/TTY modem, dial (716) 871-6859. TT/TTY service is only available in English.
