There is no problem or issues with doing this. I run 64-bit Vista and Windows 7 and run 32-bit office with no issues.

You can run Microsoft Office (32-bit) in a 64-bit Windows OS. The activation problem typically occurs for a few reasons which can be found at Microsoft's website here: http://support.microsoft.com/kb/903275
Try telephone activation, this will typically resolve any activation issues. If it does not you should contact whom ever sold you the Office installation disc/cd-key.

Yes, you can install it on Windows 7
Put simply, there is NO VERSION of Office 2007 that is 64 bit in itself. All Office 2007 products are 32 bit ONLY. The first version of Office to have a 64 bit version is Office 2010 which, if I'm not mistaken, was released to General Availability sometime within the past week.
So, aside from the fact that I've used most of them, all versions of Office 2007 are 64 bit compatible - because they are complete 32 bit applications and Windows XP/Vista/7 x64 support 32 bit applications and if they didn't, then you wouldn't be able to easily run Office on an x64 system.
If you are having activation issues, I suggest you follow rootjd's advice and review the link he posted and try telephone activation if necessary.

It is probably still down for maintenance. Use the 'Telephone activation' method to activate the product.
Is there a reason you do not want to make a telephone call?
