Unblock sound on Windows XP Pro

I need to unblock sound on Windows XP, someone must have blocked it using local policies or other means.
A local user "user1" can hear everything perfectly, all domain users do not hear sound at all. It seems sound has been assigned to 1 user account and I need to have it enabled for all.

What you might want to do is run RSOP.msc at the command line to see what Group Policies are running on that machine. From here, you will then be able to determine if you are in fact having sound blocked by a GPO.

If this is the case, you will need to open up gpmc.msc and remove or disable this policy. If you are not the administrator you will need to contact your administrator and have them remove this policy for you.

I found out that it was a setting on the computer(HDMI volume control), not group policies.
