looks like your program has exhausted the number of database connection available to use. You may have to either increase the pool size, OR look at the current application (if there are not many cuncurrent connection requirements) to check why connections are not released to pool (OR closed).

check how many connections are on oracle:

select count(*) from v$session;

you could group and see which ones have most connections

select machine, program, count(*) from v$session
group by machine, program

select program, count(*) from v$session
group by program
That problem generally occurs when you've tried to make more connections to the database server than it is configured to allow.  You should check both your app's connection pool size (maximum) and talk to your DBA to see how the database is configured and find out whether or not there are other apps hitting the same server.  If possible, have your DBA increase the number of connections Oracle will allow.  If that isn't possible, you'll have to make your connection pool smaller.
