Custom  Address List Not showing users in Outlook

I have created a custom address list in Exchange 2003, under the All Address List folder.  After I created the new list I did a find to verify that all the settings were correct and that it was pulling the users I wanted.  This worked as intended.

When I open up outlook, I see the new address list under All Address List, however it is empty.  Any suggestions on were to start looking?  Thanks.
