Email missing under Message Tracking

We are running Exchange 2003 (clustered) behind a barracuda mail gateway. An external user sent an email to a couple of recipients in our domain. The message header under barracuda shows the recipients who are supposed to receive this email but a couple of recipients never got it. Message tracking in Exchange has the emails that were delivered but does not have the emails to the other recipients. Message tracking shows a single recipient for each seach (not a list of "to" or "cc")

If Barracuda says it went through, B-cuda probably isn't the cause.  Do the users that didn't receive the email have the sender individually blacklisted?

No, I checked their outlook rules and they dont have the sending address as blacklisted. The sender is a member of our community and they normally correspond with these users.
