i-Tunes will not sync with i-phone

I have a client that just got two i-phones. When they try to sync them using i-Tunes they get and error. The error is itunes cannot sync because the service is not found. Please try again later.

We have gone through many different fixes given by Apple. The fixes include: Remove all anti-virus software, uninstall itunes in a specific order and reinstall, making sure the user has full administrator control, try to sync with a different user, try to sync on a different machine....all of these have failed. I did try to log on as a local administrator and uninstalled and reinstalled i-tunes; when i attempted to sync in the local administrator it worked, after that I went back to the users profile on the domain and tried to sync once again....it failed. They are not using Roaming Profiles. The users are domain admins, power users, and administrators. When i-tunes is installed the sync services folder will not install with it while in the domain.
