Can't get NETFramework 2.0 reinstalled

I have a windows XP Pro machine that I had to uninstall all the NETFramework versions to fix an update problem. Now I can’t reinstall any version of NETFramework except version 1.1
Every time I run the install for NETFramework 2.0 or 2.0 SP 1 I get the following error:

So far I have tried the following
Use the newest version of dotnetfx cleanup tool to uninstall the versions. Tried both all versions at once and each version individually
Downloaded and ran from a local folder the full package of both NETFramework 2.0 and 2.0 SP1
Renamed the C:\WINDOWS\WinSxS\policeis folder
Deleted the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\2.0 Key

I have tried all the suggestions on the web. Nothing seems to work. Pretty much the same results for NETFramework 3.0 and 3.5. This one has got me stumped. Any help would be greatly appreciated.

I have already done most of what they are talking about. Some of the responses are no longer valid due to the age of the treads. Thanks for trying.
