Symantec v.11.0.4202.75 clients will not update

All of the clients are Windows XP,
The Server is Win Srv 2008

None of the clients will update and to be honest, looking at the Management Console, I think it will require a PhD to figure out why.  

I have looked in help logs and cannot find assistance so I turn to the Experts.  The groups exist, and according to the reports, the server is downloading the updates.  But the workstations are not receiving them, and have not since the day they were installed one year ago. (I did not install, I am the "new guy")

This should help you issolate the issue.

I am on 11.06 myself, but when I moved the SEP server, my clients were not communicating with the server. So there was no green dot on the client shield. Without a green dot means it is not communicating with the SEP server. Are your clients communicating?

If not, go into the console, right click on the group(s) and select to export communication settings. From there, you can take this 'XML' file and import to each of the clients. You can go through  the client properties, Help and Support>Troubleshooting. Select to Import communication settings OR you can put the sylinkdrop tool (under Tools>Nonsupport on the CD) and the previously created sylink.xml onto your jump drive and run it from there. Select your xml and import. Takes all of maybe 30 sec's even if you have to boot the machine. There are instructions along with the tool for running the tool remotely (if needed).
