Connection pool problem with Sun Java System Web Server 7

I try to create a connection pool to mssql server running on a remote
machine.Using com.microsoft.sqlserver.jdbc.SQLServerDataSource
as data source class name but when I try to getConnections I am getting the
following exception,

The TCP/IP connection to the host localhost, port 1433 has failed. Error: "Connection refused: connect. Verify the connection properties, check that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port, and that no firewall is blocking TCP connections to the port.".

I have enabled tcp in the server, the firewall is down, but I cant connect ! this is driving me nuts.

Please help me to resolve this asap.
