Did you try to boot up in safe mode?  If you can get into safemode without shutdown, make sure
in administrative tools--services--smartcard is checked.

I have not reboot since the error, I do remember getting this message on another Dell E6500 computer last week and did not think much of it until now.
How do you get into safemode without restarting? I only know to restart the computer and enter F8.
I did check my services and I do have a SmartCard that is on automatic and has been started.
I would just shut it down, restart, hit F8, and get into safe mode.  Let me know if the error pops up when it's in safe mode

This error is before the the OS starts up. When I hit the on button the computer comes on to a black screen with this error message along the botton, it does not even get to loading the OS, I am sorry I should explain it more.
Sounds like you need to first install the software for the smartcard then plug in the smartcard and boot

FYI only - - -

We had a similar situation in our environment.  however our "fix" is slightly different.

We purposely did not enable the "reader" applet on our laptops.  There are actually two buttons on the laptop, the normal "Power" button and the "Latitude ON" button.  The buttons are located right next to each other.  if the customer powered on the pc using the Power button everything was fine.  If the customer powered on the pc using the Lattitude ON button they got this error.  In our environment it was just a customer education issue.  Power on the laptop using the correct button and you didnt see the message.
