Oracle Fusion Middleware - IDM Suite upgrade

Hi,

I need to work on an upgrade project for Oracle IDM 9 to 11g,

I want to know the following details for this

1) What is the best upgrade process for this?

    a) Upgrading the existing IDM 9 install (Does oracle provides any tools for this)
    b) Installing new Oracle IDM 11g and then migrating the data from  OIDM 9 (We refer this as side by side install

2)  Is any DB upgrade is needed for IDM upgrade?
     
     I mean if Oracle IDM 9 uses Oracle 10g, and since I am moving to Oracle IDM 11g with 11g Database, do I need to upgrade 10g DB to 11g as part of upgrade process?

3) Similar to above do I need to upgrade the Oracle Weblogic Server 10 g to 11g?

 Do Oracle provides any (upgrade)tools for all the above?
