Internet Download Restriction

Right now I have HKEY_Current_User\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3\1803 set to 3, which restricts internet downloads.  The problem is I need PDF files to be able to be viewed.  Is there a way to restrict files with the execption of certain extensions?

The viewer isn't something I want to go toward.  I already know about these services.  I want to make life easy for people so they can click on a PDF and it loads right up, but if they try to click on an .exe, its restricted.
I don't think you can do that from the regsitry. You can setup a content filtering proxy like websense or astaro.
