SSRS 2008 R2 express advanced on Windows Web Server 2008 R2 non-domain

On a  Windows Web server 2008 R2 system with SQL server 2008 R2 express advanced edition I get the following error when logging in as a user.

"User '********\*****.****' does not have required permissions. Verify that sufficient permissions have been granted and Windows User Account Control (UAC) restrictions have been addressed.

I've tried everything that I can find on the internet with enabling/disabling UAC, but still no luck. The users has been added into the group (see related Solution), but still no luck. The server itself is not in a domain, and currently will not be part of any domain.

Client has been tested on multiple computers (OS different) and different browsers (IE and Firefox) and all give the same problem. With the administrator account i can logon to the site, and edit the settings. The user has been added within the site as a system user.

The Authentication for the site is set to basic.
