Adobe Flash - alllow Power Users to download and install Active X without admin credential prompts

Powers need to run Active X and Adobe updates without receiving a credential prompt for admin username and password.

Have already tried Enabling:
1. Download Signed ActiveX Controls
2. Download Unsigned ActiveX Controls

In Computer Configuration and User Configuration, in the Administrative Templates\Windows components\Internet Explorer\Internet Control Panel\Security Page\Local Machine Zone.

User is still getting prompt for admin user name and password.

uninstall flash player as admin and the rest can install and upgrade
For Flash, you need to use the MSI version and push it to the computers which will install it at the next reboot with elevated permissions:

FP refuses to install per-user when there is one in c:\windows\system32
you can push system flashplayer uninstall with psexec from pstools.
