Query String Count is 0. i have 2 parameters

when the page loads.. i check if Request.QueryString.Count > 0 ..

it shows the count is 0..

Perhaps some redirect(s) or routing is going on and by the time the page runs, it no longer has the querystring. Use HttpWatch/Fiddler to see if that is the case.
