android and Exchange Server 2003 ActiveSync

Hi experts

I have an HTC Legend with android 2.1. Im trying to connect to an exchance server 2003.
When I connect as administrator it worked fine. I cane see all my mails, calender and contacts.
So far so good.

When I am trying to log on as an ordinary user user@domain.com I resieve an error  "The account could not be created. Try again later

Do it have something to do whit the security on the exchangeserver

Where do I find the security tab in my AD.

I have read your link and It seems to be ok in the IIS under exchange
If you click on View from the Menu, then select Advanced Features, the tab should magically appear!

The accounts do not have the permission ticket on.

I have other cell phones accessing the network (IPhone and cell phones with windows  mobile), it works OK. But when users are trying to access the network with android they get this error message.
Please run through my article, check your pre-requisites, check the iis settings, run the Activesync test on the test site and report back the results.

I have run all the tests and I recieve a message in the buttom ( An HTTP 403 forbidden response was received)
 
 Here are the result.

ExRCA is testing Exchange ActiveSync.
