Only in Exchange mail (not in POP mail on same account profile/session) is the FROM field missing when replying to messages.  User clicks REPLY and the message displays the recipient but the FROM field is empty.  There is no setting for "Reply using..." in Exchange the way there is in thr POP configuration.

NOTE:  If I send it without a FROM I get the follwing message.  MS Outlook could not send the message because you have no certificates which can be used to send from the e-mail address '[username]@domain.local'. bla bla bla....  I can continue and change security settings and not require the cert and away it goes BUT no other user is having this trouble.

I changed the settings in the OPTIONS and this is no longer a message but I still don't get a FROM [username] in the FROM field.

I Guess this is for MAPI client. it pick default email address in From field from which is your primary email address .
if you wish to select from field every time then you need to go view option and show it to your compose message every time.

in case of POP you already mentioned the SMTP email address which is your default primary email address which is show while a recipient get a mails

Exchange Client in Outlook 2003 or 2007.  Other users do not have a FROM field when replying.  I do not know how this person got one.  Their mail was working in the morning then started to get this behavior; asking for the FROM.  I can send it anyway but it doesn't go out.  I am finding out that NO email is going out.  That seems to be another problem since it was yesterday!

it seems that some once made changes in account configuration. or you connectivity issue with it .

Outlook Web Access works great but will not send either.  (From outside network into HTTPS or inside.

The "From Field" can be turned on to display when composing a new email or can be turned off. Typically needed with multiple accounts. This also applies to shared Exchange accounts.

Is outlook authenticating with the server? Are the messages getting stuck in the outbox or is Exchange just not sending them out?

what do you mean by
"Outlook Web Access works great but will not send either.  (From outside network into HTTPS or inside"
if it is nto able to send mail then how it is work great.
anyway can you see any message in outbox?
if yes then might issue is with server. check if more users facing the issue .
After you select reply to get the from field you need to select Options and Show from. If it doesn't work try to do an installation repair
