Outlook Out of Office Reply Language

I am starting to see a Microsoft Outlook/Exchange 2003 Server issue with out of office reply in different language. For example of the auto reply to sender. This is the subject line: ¿¿¿¿ ¿¿¿¿¿¿¿ ¿¿¿¿ ¿¿¿¿¿¿¿ ¿¿¿¿¿¿: test of out of office.
Everything on the Exchange Server seems to point to every regional and Locales setting to English (United States). Local user's PC say the same thing for Regional Settings.

Where else can I find out what's causing this? Out of office reply Out of office reply

OOF responses that my users are sending. Internal sources

I can see the OOF language is Hebrew, if I am correct install hebrew support on client and server and try again

I just sent an email from my Hotmail account to a user with an out of office reply on and the response back to my Hotmail account is in English.

Possibly just an internal issue.

I did not add any Hebrew support prior to sending the Hotmail message.

I added Hebrew Locale to Exchange 2003 server. Stopped and Started all MS Exchange Services. Tested Out of Office reply to internal user by sending email to them internally. Auto-Reply was now in ALL English
