User session not terminating properly causes group policy to not apply.

I am having difficulties with GP applying to clients.  I see that the resultant set of policies are good on the local side, however the policies never go into effect until I install UPHClean-Setup.msi, run gpupdate /force, reboot and login.  Any thoughts aside from puching this install down to all clients?  XP, Server 2003 envir.  Thanks!!
