ADM/ADMX Template Utilities

I need to find a good (hopefully free) ADM/ADMX template utility. I can write ADM templates myself, but I don't have the time or energy to put into learning the XML for ADMX templates. I've been using Full Armor ADMX Migrate to build some test templates but it doesn't seem to get the proper syntax (every time I put the new templates into the PolicyDefinitions folder and run gpedit to test, it errors out with some pretty vague error messages that are not very standard. That and it doesn't seem to consistently save any changes I make to the ADMX templates).
