Editing IE8 Toolbars

I have a few toolbars that I rely on from time to time.  However, IE8 does not want to seem to remember the layout.  Right now, each tool bar is just stacked on top of one another.

I can right click on the tool bars and say not to show it, etc, but I cannot figure out how to get some of the toolbars to lay together, similar to floating (in CSS).  There is more than enough room to have a few of the toolbars to be on the same line, etc.  How can I get IE 8 to keep the toolbars on the same line (and remember it)?

Thanks - that worked.  I locked the toolbars (again) but it seems from time to time, IE8 forgets the toolbar setting.
