Server with SBS 2003 retrive pop3 mail faster.

The minimum time you can schedule for retrieving Mails with the POP3 mail connector in SBS2003 is 15 min. Can I change this time, so my server retrieves POP3 mail every 3 minutes?

No, and the reason being if you download POp3 every 3 minutes it may not finish the last download before it tries to start the next one.

The POP3 connector is designed as an interim solution whilst you move to direct delivery via SMTP

You will need to use a 3rd party product like: http://www.mapilab.com/exchange/pop3_connector/
As Demazter pointed out, the pop3 connector is meant to be an interim stop-gap to ease migration pains for new installs. Although there are 3rd-party pop3 connectors that obviously don't make this claim, one of the reasons MS takes this view with *their* pop3 connector is because of significant limitations in the protocol itself. No connector, MS's or otherwise, can overcome these so I strongly discourage their long-term use.
