Try to open Outlook 2002 and get an appcrash:

Tried scanpst.exe and uninstall/install Outlook.  Still same error.

Any ideas?

First, see if you can run Outlook in "Safe" mode (from enter "outlook.exe /safe") If outlook launches successfully you are on the road to recovery... Be sure all email accounts are accessed successfully, but don't worry about settings, options, preferences, etc.

Now, close Outlook.

Locate the file on your computer "OUTCMD.DAT". Check the date and time of the file and see if this corresponds to the last successful execution of Outlook (prior to receiving the OUTLLIB.DLL error). If so, simply rename the dat file to "OUTCMD.OLD" and run Outlook as you normally do. Outlook will create a new OUTCMD.DAT file and repair the error with OUTLLIB.DLL.

Verify all working aspects of Outlook including customized toolbars, dictionaries, templates, etc.

Hello apache09:

Outlook in Safe Mode did not launch.  However, it did manage to bring up an extra error message that complained about an add-in for "email scanner for Ad-Aware" that was corrupted.  Uninstalled the add-in, installed the latest version of Ad-Aware and we were good to go.

You pointed me in the right direction with the Safe Mode.  Thanks.
