Give local admin rights to a user?

One of the poorly written industry programs we're using needs administrator permissions in order to run properly. How can I give local admin rights to a user without them being able to remotely access the server through rdp?

disable the remote application in the server and provide local admin rights. Or block the ip address in the server for remote access.
To give local admin to the machine, right click my computer and select manage. Go to users and groups and select Groups. Double click on administrators and then click on add and select your user. If you currently have the administrators group assigned to remote users, you can remove them and create a new group, but add the specific user by name.
