Convert XML file encoding to from ISO8859-1 to UFT-8 encoding

Hello,
I want to know how I can convert an XML file encoding from ISO8859-1 to UTF-8. This is because I need to use Microsoft SSIS to load the xml file into Microsoft SQL server 2008 table but because of the encoding , SSIS seems not to be able to process the xml file. I have done everything I know .It seems SSIS only processes xml files with utf-8 encoding style.

Or is there a way I can make ssis to process these files.
