get dll and put on floppy
http://www.dlldump.com/download-dll-files.php/dllfiles/C/csrsrv.dll/download.html

copy file
COPY [/A | /B] source [/A | /B] [+ source [/A | /B] [+ ...]] [destination] [/A | /B]] [/V] [/Y | /-Y]

example if a: is your floppy or you can put it on a CD

copy a:CSRSRV.dll c:\windows\system32 /y

do you have vmware installed?  is this a virtual machine?

if yes, reinstall the video drivers for the vmware
if no, go run a full scan with malwarebytes (www.malwarebytes.org), install, update, full scan, remove infections, reboot.

thanks,
sysprep.exe /r did not run
-------------------------------------------------------------------------------------------------------
i am running the chkdsk /r right now
-------------------------------------------------------------------------------------------------------
i have downloaded the .dll and put it on a cd, so if chkdsk /r does not work
the command will be [ d: is the cd drive ]
copy d:CSRSRV.dll c:\windows\system32 /y
what is the /y for?
-------------------------------------------------------------------------------------------------------
no it is not a virtual machine. the system will not boot past the blue screen error
so i can not get in to run malwarebytes, though i have ran that the day before as
a weekly thing, so i know it has no viruses or malware. thanks

at 60% of chkdsk - the laptop cut off and will not cut back on
the powercord was plugged in at the time and the battery was also at 100%
any thoughts?

replacing the csrsrv.dll file fixed it.
for others reference, this is waht i did.

--------------------------------------------------------------------------------------------------------
i downloaded the file from the link provided to cd on another computer
i inserted the windows xp cd - pressed R to access the recovery
selected my drive #1 C:Windows
took out the windows xp cd - put in the cd i made with the .dll
typed this in [ d: is my cd drive ]
copy d:csrsrv.dll c:\windows\system32
hit enter and it asked me to overwrite = Y for yes
restarted and now the system is working
--------------------------------------------------------------------------------------------------------
thanks to all, the chkdsk /r did not work for me

--------------------------------------------------------------------------------------------------------
also, i found out that the power cord to my laptop was bad. but that is another issue
