I had the same problem and I fixed it in the firewall rule allowing ICMP MTU, and enabling it on the ISA Server by regedit.<br />

Import xml rule in ISA rule, and add reg key.<br />

Bypass the web proxy solved the upload problem but there is still slow browsing can't get all the page first time, has to refresh.<br />

Recently I upgraded my internet connection to 6MB DSL <br />
When I test the connection behind the PIX I get download= 5.25 Mb Upload= 3.5 Mb<br />
When I test the connection behind the ISA I get download= 5 Mb Upload= 700 Kb<br />
And there is also a slow browsing problem behind the ISA <br />
I have checked the ISA rules and DNS servers every thing is Ok<br />
