Slow upload behind ISA Server 2004

Hi, thanks for reading my post.

I have ISA server 2004 SP3 and two DNS servers connected to Cisco PIX 515 firewall
Recently I upgraded my internet connection to 6MB DSL
When I test the connection behind the PIX I get download= 5.25 Mb Upload= 3.5 Mb
When I test the connection behind the ISA I get download= 5 Mb Upload= 700 Kb
And there is also a slow browsing problem behind the ISA
I have checked the ISA rules and DNS servers every thing is Ok

Please advice

I had the same problem and I fixed it in the firewall rule allowing ICMP MTU, and enabling it on the ISA Server by regedit.

Import xml rule in ISA rule, and add reg key.
Allow-ICMP-MTU-Discovery.xml

But I did all that before I post the question, same problem.
If you bypass the web proxy, does that fix the problem?

Bypass the web proxy solved the upload problem but there is still slow browsing can't get all the page first time, has to refresh.
