HP DL360 reboots contantly

For some reason I have two HP DL360 Windows servers 2003 Terminal servers, (Citrix) that are contantly rebooting.  I don't know how it is related but this morning I demoted one of our DC's to a member server.  After demoting it I had to reboot it and the Citrix servers so they could reconnect to the License server.
I powered off both of them several times and one finally booted up.  Then later the other finally booted.  However, they are both Citrix servers and the 2nd one that booted was not communicating with the Citrix License server.  So I rebooted it again and now it is contantly reboot.  Before it reboots I get "winlogon.exe" error.  This is critical.  What should I try.

You wouldn't happen to have your servers Scheduled to reboot via citrix tasks? Or is this like a blue screen reboot?

Not schedule and not a blue screen.  It reboots and get the "winlogon.exe" error.  When I click ok to continue, it reboots again.
Can you move the box to the side and check the event viewer?

Safe mode solved the problem.  It rebooted everytime after that.
