Exchange 2003 SP2 will not send or receive SBS2003 SP@

The Exchanger server stopped working middle of the day with no rhyme or reason, nothing in the error log to why stopped.  After backing up and finally reinstalling along with IIS still will not receive.  An email was sent in house and received but that stopped working with in a half an hour.  Have checked MX record, and smtp diagnostics run through MX toolbox all connect to smtp.  Firewall has been ruled out and nic changed on the machine. No mail externally or internally.

Intelligent Message Filter recommendation
The Intelligent Message Filter was not detected and at least one computer in the organization is running Exchange
Server 2003. The Intelligent Message Filter can help reduce unsolicited commercial electronic messages.
Recipient Update Service appears to be stalled Organization: First Organization
Recipient Update Service 'Recipient Update Service (Enterprise Configuration)' has not run for 6 hours. If new entries
are not being processed then the service may have stalled. A manual restart of the Microsoft Exchange System
Attendant service on server EXCHANGE might be necessary.
Recipient Update Service appears to be stalled Organization: First Organization
Recipient Update Service 'Recipient Update Service (STEP2RENO)' has not run for 6 hours. If new entries are not
being processed then the service may have stalled. A manual restart of the Microsoft Exchange System Attendant
service on server EXCHANGE might be necessary.
Public folder content replication is paused Organization: First Organization
The administrator has paused public folder content replication for the organization. This option should only be set if an
organization-wide replication stoppage is desired.
Cannot connect to port 691 of the routing group master Routing Group: First Routing Group
Server EXCHANGE is a routing group master but a connection to port 691 cannot be established from the workstation
where this tool is running.
'HeapDeCommitFreeBlockThreshold' not set Server: EXCHANGE
Server exchange.Step2reno.local has 1 GB or more of memory, accommodates 37 mailboxes, and the
'HeapDeCommitFreeBlockThreshold' parameter has not been set to 262144. Virtual memory may become quickly
fragmented and system instability may occur.
Paging file larger than Physical Memory Server: EXCHANGE
The space for the paging file (8191) is larger than the physical memory (2047). This may affect the system
performance. It is recommended to have paging file size equal to the physical memory.
Database backup critical Server: EXCHANGE
Database 'Mailbox Store (EXCHANGE)' on server EXCHANGE contains 37 mailboxes. This database has never had a
full online backup.
Network interface driver file is more than two years old Server: EXCHANGE
Network interface driver file 'c:\windows\system32\drivers\tunmp.sys' for 'tunmp' on server exchange.Step2reno.local is
more than two years old. Check with your vendor to find out if a newer version is available. Installed driver details:
5.2.3790.0 (srv03_rtm.030324-2048) - 20030910122610.000000-420
Network interface driver file is more than two years old Server: EXCHANGE
Network interface driver file 'c:\windows\system32\drivers\eg1032xp.sys' for 'RTL8023xp' on server
exchange.Step2reno.local is more than two years old. Check with your vendor to find out if a newer version is available.
Installed driver details: 5.620.1202.2004 built by: WinDDK - 20050131182050.000000-480
Storage driver is more than two years old Server: EXCHANGE
Storage driver file 'c:\windows\system32\drivers\dellcerc.sys' for 'DELL CERC ATA 100/4ch RAID Controller' on server
exchange.Step2reno.local is more than two years old. Check with your vendor to find out if a newer version is available.
Installed driver details: 6.25.32 (NT.021206-1246) - 20030910122610.000000-420

IMAP4 fast message retrieval Server: EXCHANGE
The 'fast message retrieval' option is not enabled on IMAP4. Enabling this option can result in increased performance.
To enable the option, open the properties of the IMAP4 virtual server from ESM, go to the General tab and select the
'Enable fast message retrieval' check box.
Link state not registered Server: EXCHANGE
SMTP instance 'Default SMTP Virtual Server' on server EXCHANGE does not support the 'X-LINK2STATE' verb. This
will cause routing updates to be frozen.
Update for daylight saving time changes in 2007 not installed Server: EXCHANGE
Server EXCHANGE is running Exchange Server 2003 Service Pack 2 without the update for daylight saving time
changes in 2007. Without this update, calendar items in CDO-based programs and in Outlook Web Access will operate
as if standard time is in effect during the extra weeks of daylight saving time. The update is available for download from
http://support.microsoft.com/kb/926666.
Application log size Server: EXCHANGE
As a best practice, the size of the 'Application' log on server exchange.Step2reno.local should be increased. The
current size is 16MB. For servers running Microsoft Exchange, a size of 40MB or more is recommended.
Consider implementing storage quotas Server: EXCHANGE
Storage quotas are not implemented for mailbox store 'Mailbox Store (EXCHANGE)' on server EXCHANGE.
Implementing quotas can improve database management and operations.
Crash upload logging disabled Server: EXCHANGE
Exchange fatal error information on server exchange.Step2reno.local is not automatically sent to Microsoft for analysis.
It is recommended that you enable this feature through the Exchange System Manager.
Outlook connection range Server: EXCHANGE
All versions of Outlook are allowed to access server exchange.Step2reno.local. It is recommended that older versions
be blocked.
  • Database backup critical Server: EXCHANGE
  • Database 'Mailbox Store (EXCHANGE)' on server EXCHANGE contains 37 mailboxes. This database has never had a full online backup.
  • Recipient Update Service appears to be stalled Organization: First Organization
  • Recipient Update Service 'Recipient Update Service (Enterprise Configuration)' has not run for 6 hours. If new entries
are not being processed then the service may have stalled. A manual restart of the Microsoft Exchange System Attendant service on server EXCHANGE might be necessary.
A few issues to address.  Please run a full backup of the Exchange Server using NTBackup if you have nothing else.
Restart the Exchange System Attendant to see if that kicks off the RUS service.
How big is your store?  Has the mail store dismounted because it is too big?
Store size = .EDB + .STM files (approx).

Cleared up those issues and still it will not send or receive mail.
The database is 6 gigs not even close to the 18 Gig. First thing I checked when this all started.
Okay - please visit www.canyouseeme.org and test port 25.
Please also try to telnet to mail.sohomail.co.uk and 87.194.xxx.xxx
To test via telnet, type the following from a command prompt:
telnet mail.mydomain.co.uk 25
if you get a sensible response from my mail server, type QUIT and then try:
telnet 87.194.xxx.xxx 25
Does one work and not the other? Do both not work?
What router / firewall do you have and have you rebooted it recently?
Have you checked that the ports you thought were open on the firewall are actually open and forwarded correctly?
Is your SMTP Virtual Server set to a specific IP address / port as are those All Unassigned and Port 25?
Both work, I have restarted firewall even reentered the smtp port policy. Tested with two different sites port 25 is open and mx toolbox sees the server diagnostics for smtp all good. SMTP not showing up in virtual server after update to exchange sp2.
SMTP virtual server is running under exchange system manager looks all good.
Okay - can you please post your domain details - I will obscure them one I have them and then I can test externally and see if anything obvious might be causing you your headache.
Thanks
Alan
Okay - I get the following from a domain report:
The mailserver terminated the connection before the transaction was complete (state 4). This is not RFC compliant, and therefore either due to an error, or it may be the result of a non-RFC-compliant mailserver or non-RFC-compliant anti-spam program.<br />
If this is a timeout problem, note that the DNSreport only waits about 40 seconds for responses, so your mail *may* work fine in this case but you will need to use testing tools specifically designed for such situations to be certain.
This is classic Anti-Virus / Anti-Spam interference.
What have you got installed and can you uninstall it for testing please?
In terms of sending problems, you don't have Reverse DNS setup yet, you need to call SBC Global to get this setup, but hold fire until I can advise what you need to set it up as, which will be when your server does not terminate the connection.
If I telnet to your server, I get the following:
454 5.7.3 Client does not have permission to submit mail to this server.
Do you have Anonymous Authentication enabled on your SMTP Virtual Server?

Please also read through the following article as you appear to be an open relay:
http://www.petri.co.il/preventing_exchange_2000_2003_from_relaying.htm
Alan we are all good thank you Sir.
Happy days.  You are still showing up as an open relay, your FQDN has not been changed, plus you need to setup your Reverse DNS, but other than that, you should be rocking and rolling.
Please make sure you correct these otherwise you will get blacklisted faster than you can say "Oh Bugger" : )
Alan is no joke.  Great to work with Thanks
Still no changes to FQDN, rDNS and Open Relay!  You will have problems : )
