What would you recommend as a decent, free-to-cheap Syslog server for Windows servers?  Intended use is general-purpose for device monitoring, such as APC UPS's, SonicWALL firewalls, etc.

yes, kiwi is the best for free.  however, the analysis of syslog data is a paid application...at least from my experience.
