How do I add str_replace to my php, mysql, code igniter web application

I have inherited a php/mysql  application using code igniter.  

We are having an problems with special chars not being sent to the oracle db at the end of a process.  (Original app is in php/mysql, at end of process, data is sent to oracle.) Specifically, if someone had [Let's] or [I'll] or [it's], etc, the app would not send the info to oracle.  

I have found the section of code that sends the data to oracle, how and where to I add str_replace to this array?
//If empty set to NULL
if(count($TextMap) > 0)
foreach($TextMap as $key=>$value)
if (isset($value) && !empty($value))
//If value is array (eg checkbox)
$TextMap[$key] = implode($value, "|");
//Don't put a NULL value if there is no template
$TextMap[$key] = NULL;
