Cannot open file which is under system32/inetsrv folder

I am using python scripts to open a ini file and read the contents of the file which is under windows\system32\inetsrv folder. The comman used for reading the file contents are as follows:

configreader = ConfigParser.ConfigParser()
try:
 filehandle = open(filename)
except:
  print sys.exc_info()
configreader.readfp(filehandle)

The exception handling logic logs a message saying that the file with specified name does not exist.

I have tried the following options:

1. Using the open command using different modes - 'r', 'w', 'wb'
2. When I place the file under different location I can read the file
