url link detection in string then javascript notification after click

I have website running php that dynamically pulls a description.   The string may contain url links that point outside of my domain.    How do I:

1.  Detect if a url is in the string...example <a href="website.com"/>  
2.  If the is a url link in the string...add onclick javascript to display a warning message "You are now leaving our site"

I don't know if there is an easier way to do this.
