SPF record assistance

Given the following header, could someone assist me in creating the correct SPF record?  This mail is sent via a web page script (PHP or ASP).

Sorry about the slow response. I had to transfer the domain name away from the current registrar to the one I routinely use and which has a complete DNS application so I can make my changes as needed or desired.

That's done.

Then I had to change residences.  Just got my network back up and can now respond.

I will likely implement the SPF provided, but first want to see the response from the ISP re" PTR record.

I appreciate your responses and will attend to this question in a more timely manner no that I'm back up.

If the mail server is at your residence then the IP address has probably changed due to the move.  This would then affect the SPF record declaration.
No MTA is at the ISP. They are being their typical unresponsive selves.
For maximum reliability vote with one's feet and move to a more responsive ISP.  They are responsible for your entire "feed" to and from the internet - nowadays this is many people's lifeline.  If they don't provide the info required or make changes in a timely manner then there is no alternative.
Moved three sites away from them. I will move this one soon.
