How to do a low level copy

Ok I sent out a hard drive for data recovery as it was saying space: 0 of 0 free , 0 of 0 used.  I was unable to browse the data while the drive was connected using USB device.
The back up company said they were able to do a low level copy to move the data to an external drive and then browse the data.

What did they do and with what? (looking for possible answers)

A low level copy of a drive that was saying space: 0 of 0 free , 0 of 0 used.
Will give you a second drive that says space: 0 of 0 free , 0 of 0 used.
It will not help with recovery of the data.
