New profile attempt did not make a difference. ;-(
when attempting to cahnge the name of msoert2.dll to msoert2.old I receive "You require permission from TrustedInstaller to make changes to this file", I hit "try again" and the block repeats.

I used information from the following support link in the microsoft knowledge base to correct the issue.
http://support.microsoft.com/kb/929833
Solution
I ran sfc /scannow and confirmed that the file msoert2.dll had mismatch values and was unable to be repaired.
I modified permissions of the file which allowed me to replace the file with that of a known good copy from another windows 7 pro installation
after replacing msoert2.dll, outlook began to function properly
I still do not know what caused the problem in the first place.
I'm awarding senad with points as it put me in a good direction.

Several valid solutions have been posted, including one that the asker admited was of help, yet no credit was given to anyone.
You might try repairing office installation and prior to that disable all add-ons (just to rule them out)...
