High Memory Usage on VMWare ESXi host

I have a whitebox VMWare ESXi server that has an Intel Core 2 Quad 940 CPU and 16GB ram.  I have the following VM's set up:

1- MS Server 2008 w/4GB Ram
1- MS Server 2008 w/2GB Ram
1- MS SBS2003 w/2GB Ram
1- Ubuntu Desktop 10.04 with 1GB Ram
1- Linux VM with 1GB RAM

When I go to the summary tab for the host, it shows 8912MB Ram in use, 16277MB capacity, with all the virtual machines powered off.  The Resource Allocation tab shows a total capacity of only 5994MB with 0 reserved and all available.  

Can anyone explain why it would show 8912 in use when there are no machines powered on?   When I power them on, it grows accordingly with however much is being used by each host.
