Eventvwr.. System Log will give you some info on system startup/shutdown - Events 6005 and 6006

Event Type:      Information
Event Source:      EventLog
Event Category:      None
Event ID:      6005
Date:            12/07/2010
Time:            09:14:47
User:            N/A
Computer:      <your PC name>
Description:
The Event log service was started.

 - finding Locked status is quite hard - never found it myself.

there are other custom ways to write to the eventlog if you can trigger them manually.

There was logevent.exe from the Server 2000 Resource Kit,

and then eventcreate.exe for later versions:

Hi. Yes. it is possible. But it eill not happen automatically. You need to write them to event logger. Use event logger APIs to do this.
