Winlogon causes explorer.exe to restart

Last Modified: 2013-11-21
Anytime a user attempts to open control panel, it causes explorer.exe to restart.  Looking at event logs I see an event when this happens:

Type: Information
User: N/A
Source: Winlogon
Category: None
Event ID: 1002

The shell stopped unexpectedly and Explorer.exe was restarted.

This does not happen to domain admins on the computer either locally or through TS.  It only happens to domain users.
