windows 7 print spooler Event ID 7034 - can not install network printer spooler keeps stopping.

what is your printer name and model ? Cause i also this error on HP printer:

I've changed the recovery actions that the Service Control Manager (SCM) will take when a service fails. I had it continue to re-start on failure.

any network printer I try, several are HP laserjets one is a Ricoh copier/printer
for sure, even if you reboot it, if the printer driver failed, you will reach the third(3) actions to reboot the service. What is your printer model and name?

My suggestion:
Un-install all printers, restart and install again one by one, make sure you have the exact driver and latest version, make sure it supports win7, if you don't have it then look it up in hp.com->drivers

there also a workaround that seems that what you do before:
1) Click Start --> Select RUN --> Type Service.msc --> Double Click Print Spooler on the Right side window --> Select Recovery tab --> make the below changes.
1) First failure = Restart the service
2) Second Failure = Restart the service
3) Subsequent Failure = Restart the service
4) Reset Fail counts after = 0 Days
5) Restart Service after = 0 Mins

Check for the HP driver file hpbmini.dll on the server. If the HP printer you are connecting to uses this file, the version number needs to be .16 or greater. HP checks the operating system version with this file and it does not understand version 6 and crashes the spooler on Vista.
You can pickup version .18 with one of these drivers. Just install one of these drivers on the server and you will get the new hpbmini file.
the LaserJet 4345 MFP (Version 60.053.762.32) and Color LaserJet 9500 MFP (version 60.52.267.21) are drivers having the latest hpbmini.dll in their package on hp.com.
And Color LaserJet 3000/3800 (PCL5, PCL6, PS) will be on hp.com next week. And Color LaserJet 3600 (Host based) will be on hp.com next week. The drivers’ version is 60.52.269.042.

yes to all, I’ve checked all dependent services and they are all started and working. The problems exist on two Windows 7 PCs. The PCs were migrated from XP to Win 7 using Lap Link’s PCMover enterprise edition. After migration all applications are working, installed Symantec Corporate Antivirus version 10.02xxx, not sure of the exact version number. After the install both PCs seemed fine until trying to install various printers. RPC and LDC services are running. One of the PC had an issue with Symantec and Outlook 2007; the pop-up dialogue box stated “Outlook cannot install add-on because of wrong format. The antivirus seemed to work with all other features.
I planned to un / reinstall Symantec, but I’m not optimistic that will help the printer issue.

Just for fun, create a new account using Admin account. Stop the Symantec Services and try to install
by this way i would like to know if the profile setting was not broking during the transfert and the antivirus was not conflicting with the installation of the printer.

OK I'll give it a try, currently the user account has administrative rights to the PC local domain and network domain as Administrator - have to too use Lap Link product. The intent is after migration demote to power user.
