Cannot issue duplicate certificate template

I am following Microsoft's lab guide for demonstrating DirectAccess.  It is instructing me to create a duplicate certificate template of the Web Server template and change a few settings.  I can do that just fine and I see the new template in the Certificate Templates Console as well as a couple dozen of other templates that were already there.

Then I go to the CA Console, right click on Certificate Templates and chose New -> Certificate Template to Issue.  The problem is that I do not see the new template.  In fact, any certificate template that is version 100 or greater is not available and the new duplicated template is version 100.2.  The original Web Server template was version 4.1.

The certificate authority is configured as Enterprise Root and is running on Windows Server 2008 R2 Enterprise.

Sorry, restarting the service several times didn't help...  However, all of a sudden the certificate is now available.  The only thing I changed recently was changing the forest functional level to 2008.  Maybe that was it.  Oh well, thanks for your reply.
