Getting a program to run as a standard/power user

I am wondering if anyone can help me with this issue. Say if you installed a program under a standard/power users account/computer. But then the user cannot run this program themselves unless and admin did a "run as" and used his/her credentials to get it to run on that users log in. Is there anyway to allow that user to run this program without having to give the user Administrative rights?
