Inconsistent addresses in Exchange contacts and address book

We have an Exchange 2003 contact list with some 2000+ names in it The contact list has the 'Show this folder as an e-mail Address Book' checked so users can see it in Outlook. The problem is  that some data is missing if we look at Contacts with the icon under All Public Folders we can find the listing in Contacts for this one particular company but if we look for it under the address book icon it is not there.

I have added a new entry under Contacts and seen it appear in the address book and vice versa so it seems to be working properly except for this one entry (and maybe others). What could cause this? I have forced a download in Outlook (F9) but no joy.

There are local contacts (for each mailbox) and the Global Address list which comes from the Exchange and Active Directory, when you add a contact in outlook it's only added to that mailboxes contacts, in a public folder you can have address lists but then you also have to deal with permissions and setting the order that contacts are searched in the address book options.. and depends on the version of outlook as to how this looks, and is configured more than exchange on the client side.. from the description not sure what you are asking.... Pictures would probably really help here...
When you click on the Address Book icon, what are you selecting from the 'Show Name from the:' drop-down list?

And just to clarify; this issue is between the contacts listed in a contact list in Public Folders versus the Global Address List, correct?

I have added screenshots of the Public Folder, the Address Book as it appears along with the GAL in Outlook and a detail of the Address Book for the item in question, Southwest Arkansas Arts Council.

So where does it not show up, and is it for someone with admin rights to the public folder in question?
public folders have permissions so an entry may be set to where some accounts do not have access to it, and thus it wouldn't appear.
If you look at the first image you see that Southwest Arkansas Arts Council does not show up, but it is in the Address book in the bottom image. I cannot see it as admin and a user who is owner of the AAC publick folder cannot see it either.
Have you checked your view settings for that folder..  you can start outlook

outlook /cleanviews

from the start menu and that will reset all view settings to default.
the next step if you think some type of corruption may exist or something else you can't find, you can export the folder to a pst, then delete the folder, create a new one and then reimport it to make sure all are setup and configured to the same settings and also remove any corruption that might exist.

I would make the pst and then rename the existing folder, create a new one, reimport and test before deleting the folder ...
This is a longshot but I've seen it happen before; is it possible that despite the fact that the company name is 'Southwest Arkansas Arts Council', as a CONTACT it might be filed as 'Arts Council, Southwest Arkansas' or 'Arkansas Arts Council, Southwest' or something similar? I've had contacts that were 'missing' before only to find they had been filed strangely like that. Particularly happens with company names instead of a person's name.

Otherwise, I'd agree with DeadNight's suggestions.
TheGorby, no luck with it listed in another word order. I will have to try Deadnights suggestion next.
