There are many ways to disable the desktop sharing ability.  Such as through Group Policy which ultimately affects the registry or via a managed policy within the OCS pool options.  You can try to look in either location to determine which one is affecting your client.

OCS Client Group Policy Documentation:
http://www.microsoft.com/DOWNLOADS/details.aspx?familyid=5D6F4B90-6980-430B-9F97-FFADBC07B7A9&displaylang=en

Using the OCS management console:
Select the Meetings tab
Locate either the default Policy or the policy that applies to you
Edit the policy
Verify settings for Enable Program and Desktop Sharing and Allow control of shared programs and desktop

Hi,
Desktop sharing feature is only available for Communicator R2 client.
please check the same

Thanks,
Sam
Yes we have R2
We have 1000's of systems working fine. Just a few that has this issue
If the option is selected then the option should be enabled.  Have you verified that there are no Group Policy settings or registry entries prohibiting the functionality as well?
Yes i am sure there are no GPO's for this
Are the affected users of the same OCS pool and all in the same OCS policy?
Yes same server/Pool and same policy
